Viktor PINSKY, General Secretary of the GCTU

Viktor Pinsky was born on 6 February, 1964 in Lida, Grodno region, Belarusian SSR.
He began his career in 1981–1982 at the factory «Optics» in Lida as a 4th class tool fitter.
In 1987 he graduated from the faculty of law of the Military Institute of the Red Banner of the Ministry of Defence of the USSR in Moscow. 
 
In 1987–1989 he worked in the military court in Petropavlovsk-Kamchatsky, Kamchatka region, as the head of the chancellery. In 1989–1996 he worked as judge of the military court in Fokino, Primorsky Krai.
In 1996–2005, he worked as the director of the law firm «Eurasian Legal Agency» in Vladivostok.
 
He was twice elected as Deputy of the Legislative Assembly of Primorsky Krai of the third and fourth convocations from 2001 to 2011, and worked as Chairman of the Committee on Regional Policy and Legality. 
 
In 2005, Victor Pinsky began his trade union activities. First he was elected Deputy Chairman and then Chairman of the Federation of Trade Unions of Primorsky Krai, and for 10 years, until 2015, he headed this largest public organization in the region. He was elected a Member of the General Council and the Executive Committee of the Federation of Independent Trade Unions of Russia, and he headed the Far Eastern Association of Trade Unions in 2006. 
From 2017 to 2022 he was the Deputy General Secretary of the General Confederation of Trade Unions, and from 2015 to 2022 he was the Secretary of the Federation of Independent Trade Unions of Russia for interaction with the Federal Assembly of the Russian Federation. From 2022 to 2023, he was the Deputy Chairman of the Federation of Independent Trade Unions of Russia.
At the 10th Congress of the GCTU  12 December 2023, Victor Pinsky was elected General Secretary of the GCTU.
 
Since 2011, he has been elected three times as Deputy to the State Duma of the Russian Federation. In 2011–2016, he was First Deputy Chairman of the Committee on Civil, Criminal, Arbitration and Procedural Legislation, and then Chairman of the Committee on Regulations and Organization of Work of the State Duma in the VI convocation of the State Duma.
From 2021 to the present, he is the Chairman of the Commission on Regulations and Organization of Work of the State Duma in the VIII convocation.
 
Chairman of the Commission on Legislation and Regulations of the Parliamentary Assembly of the Union of Belarus and Russia.
 
Member of the Russian Lawyers Association.
 
 
In 2014, he was awarded the Medal of the Order "For Merit to the Fatherland", II degree.
In 2016 he was awarded the Certificate of Honour of the President of the Russian Federation for services in lawmaking.
In 2023 he was awarded the Order of Friendship.
